I see, so the longer keywords and short keywords are set in a different posts?
We do have the setting “Order for configured keywords while linking“( https://prnt.sc/-aU9UmkwNQ4n ) is really only meant for keywords that are set in the same post.

So this option sorts them according to settings that are set, regardless of how they are sorted in the editor, it would always resort them according to the setting you have set here:https://prnt.sc/-aU9UmkwNQ4n
So in your example do the keywords “[longer keywords 1]” and “[shorter keywords 2]” set in the same post? If they are on the same post this option will affect/sort them. If they are set in two different posts the settings would not affect them because it is only meant for keywords set in the same post.
This is a current limitation of our plugin that we will be looking forward to improving with future feature releases.

I have only on keyword per post and it is similar to the title of the post ,
example post one : ” word1 word2 word3″ as a tilte and ilj keyword
example post two : “word1 ” as title and ilj keyword
example post three : has a text contains : ” word1 word2 word3 word4 ….”
I want it to link the long keyword first , that belong to example post one not the post two
I tried the option : Highest word count get linked first , but it didn’t work .

For keywords in separate posts, the keyword sorting is done per post ID, whichever comes first or set first.
This is a current limitation of our plugin that we look forward to improving with future feature releases.
