Link mouseover texts

Sometimes my in-text hyperlinks have mouseovers that are the titles of the website they link to, or information about it, and sometimes they have nothing at all. I’d love to have consistency! It would be great to have mouseover text for all links, so readers can get a better idea of where they are headed. Because a lot of research goes into my posts, I link a lot to give sources to the information I am writing about.
