Links shortcode (or Gutenberg block)?

Does this plugin also restore the links shortcode, or perhaps make a Gutenberg editor block? I am trying to just have a separate blogroll page, but I can’t seem to find a way to do it. There’s a separate plugin that restores the links shortcode but it *also* restores the Links Managers, which presumably would conflict with this plugin. Thanks.
