• My site is currently using a child of the twentytwentythree theme with some minor background customisation.

    The inclusion of an unordered list in any page (currently 2 travel itinerary pages) causes a menu display anomaly in the page’s header element so that navigation items displayed as single lines on all other pages (i.e., all those without any list block) take up two lines on the affected pages. Depth of the header itself is also affected.

    The menu and header displays revert to normal when the lists are removed from the affected pages.

    install health check plugin which can be used in troubleshooting mode to deactivate all plugins and theme  might help narrow down the source of the issue  https://ww.wp.xz.cn/plugins/health-check/ — see if the situation happens with other full site editing themes or only your customized twentytwentythree theme

    It happens with all plugins (Akismet, NextGEN Gallery, and Go Maps) deactivated. It happens with the twentytwentythree theme (uncustomized original same as the customized child), but not with any other themes (neither twentytwentytwo nor twentytwentyone). It happens only to pages that include a list block (not any others) and removal of the list block removes the problem.

    I created a test site in localwp.com. WordPress version 6.3.2, TwentyTwentyThree theme, no plugins installed. I was not able to duplicate the situation you are facing on my pages with list blocks. No change in display of header found compared to pages without list block.

    Thanks for trying, but it was simpler just to switch the site to a different theme. Twentytwentytwo (and child) seems to work fine without any similar issues.
