Is there a way to make a list with short code for events that have been completed or do you have to always use the date or year short code.

yes, you can try something like [events_list scope=”past”]

scope -> Accepted Arguments : future, past, today, tomorrow, month, next-month, 1-months, 2-months, 3-months, 6-months, 12-months, all
