load ".html" from computer

hi,

What i would like is to a load an “.html” type of file that is located within my localhost wordpress folders. The path to the “.html” is: “..\\wp-content\uploads\folder\openthis.html”

But, i must admit that I am very confused over the way i can make this plugin work (i am a complete rookie). Could you please show me an in-detail guide (and not the docementation that made me confused) that i can make this work?
