Local Install – Windows XP Professional

Hi,
I would very much appreciate a bit of technical guidance with a problem I have.
Trying to install WordPress onto my desktop pc running Windows XP professional, so that I can set up and play around with developing sites with WordPress.
I am following the instructions at the following link,

I’ve run the set up down to 6 (in the notes) and it looks ok.
However, when I run set up in 7 and try to navigate to the following,
http://localhost/jimssite/ (jimssite is the database I have set up)
I get the following message,
“Not Found
The requested URL /jimsite was not found on this server “
I have checked the server settings in the .php file and the database I set up and all looks ok. I am now wondering if it is because of the windows web server NOT being installed
on Windows XP. I believe the correct version is supposed to be IIS 5.1. I cannot find this app anywhere. Could this be the root of my issue or is it packaged with XP and I am not looking closely enough ? I would greatly appreciate any help, and
what I need to do to get round this.Thanks
