Local timezone being ignored

    I have set a popup to appear on my site on August 9th. Today it is August 8th, 9PM in the evening Eastern Time, and the popup is already being displayed. I think it is being triggered based on UTC time.

    My server and mny WordPress installation are both set to Eastern Time.
