You are correct, that setting only changes the language in the backend, but not on the frontend.
To change it on the frontend as well, you should install the German version of WordPress from http://de.ww.wp.xz.cn/ The advantage will be that everything will be German: The regular WordPress backend, the TablePress backend (even without selecting “German” in the “Plugin Options”), TablePress on the frontend, and most likely even the frontend of your theme (if it has a German translation). (Instead of re-installing from the fresh download, you can also manually add the German language files for WordPress and change a constant in the wp-config.php file. (Now, there’s also a way to translate TablePress on the frontend, even when WordPress is set to be in English. That probably doesn’t make a lot of sense though. If you wanted to do that, you could install the Extension from https://tablepress.org/extensions/change-datatables-strings/ and basically replace the included language file with the German file from the tablepress/i18n/datatables folder. But again, setting WordPress itself to be German should be the better choice for you.)

Again, my suggestion is to simply use the German version of WordPress, as TablePress will then be in German on the frontend automatically.
