Locked Admin out, please help

I had another Admin on the webpage. He has probably turn off some admin privileges out, so now there is no one who can install and manages themes and plugins.

I tried:

– tried to create new admin user, but all users created as admin are made with smallest privileges

I have mysql data backup before using your plugin, but can you tell me which tables should I replace as I don’t want to loose content published in the meantime, just fix users.
