Indeed, if you install the activity log for WooCommerce extension, the plugin will keep a log of user downloads via WooCommerce.
It records a product download with event ID 9099. Please refer to the complete list of activity log event IDs for more information on what change does each event ID represents.

Thanks! I did install the Woocommerce activity log though and I went to download something from the my account -> downloads area and it did not log it.

Are you providing the download via WooCommerce (i.e. you have a Downloadable product and have added Downloadable files to it) or you have a customer section through which customers can download any file, and these files are linked to directly, for example, https://example.com/hello.pdf)?

The downloads are put into the Woocommerce download section of the product and when I tested it, I went into the my account area – > downloads and clicked on the download button to see if it logged it. Could it be because I was logged in as an admin?
