The style sheet is not loading.

Have you tried:
-deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
-switching to the default theme to rule out any theme-specific problems.

Unfortunately the problem I have had before has recurred!

Using Chrome, go to your site. Then hit F12. Refresh your site. You will see java script errors that may be causing the problem. Also try this on the back end of the site and see if any errors are generated.
