    please check WooCommerce settings: WooCommerce -> Settings -> General ->
    Selling location(s) / Shipping location(s).

    Okay, if I want to set free shipping for 69 yuan, do I need to set it for 0-69 yuan, so that if it reaches 69 yuan, shipping will be free, and if it does not reach 69 yuan, shipping will be required.

    You need 2 rules:
    1. to 69 yuan, cost X
    2. from 69.01 yuan, cost 0
