Please try using an image file in JPG format.
I tried the JPG format, when I hit the print button from my order page it loads the logo but when I attach it to the email or download it, it doesn’t load the logo.

To check if it is a DOMPDF library issues, please try installing our mPDF addon and see if that makes a difference.
After installing and activating the add-on, change the PDF library to mPDF from the general settings page to switch the PDF library from domPDF to mPDF.
