Looking for Auto Parts functional theme with specific function, please help

Here is an image of the desired functionality, the top bar lets you refine the parts list by year make and model, which then display only the compatible parts below.

I have searched around for quite some time for a theme with this built in or a plugin that I can add to an existing theme, and reached a dead end.
