They are using a WordPress website, although I have no idea what plugin they are using. I would suggest that you contact them and ask. It could very well just be a custom plugins.

There are loads of plugins out there that are sure to deliver basically the same functionality. Have you searched through the ww.wp.xz.cn Plugin Directory. Also maybe check Codecanyon.
