Lost files, have database

My wife’s hosting site was hacked and all of the wordpress files have been lost. (Not backed up <arg!>).

I do have the database that contains the wp_* tables.

My plan was to create a new wordpress installation and integrate the tables from the saved database into the new installation’s database (replace all the tables with the old).

That is not going well, the integration yields a site that i cannot login in to, nor can i access. I have ensured that the Authentication Unique Keys and Salts are the same on the site and in the db, but that does not seem to do anything interesting.

Any ideas on how to approach this problem?
