this is mostly caused by errors in your mail server

I think that’s the case too, but I can receive email via LMS’s Setting > Notifications > Student Welcome (Email) > Send a Test
I believe the plugin are working normally as illustrate from the fixing guide here

On a side note, I believe it is not the queue issue as the site is in staging, and I receive the testing mail within 1-2 minutes.
