Lost UTM parameters

I entered http://gigaonclick.com/test/impression.php?id=22799932 into https://redirectdetective.com/ and http://www.redirect-checker.org and I can see only one redirect. See https://pasteboard.co/IDfl67a.png .

The plugin actually starts doing its work only if it finds “redirect_to=…” in the URL. If I test https://pepperbrain.co/?redirect_to=random&count=10&bias=80&utm_source=pop&clickid=%5Bclickid%5D&utm_campaign=surandom&utm_medium=%5Bzone%5D I also see only one redirect to the final destination.

Do you see a different behavior depending on whether this plugin is active or not? If you try the same in a different browser, does the same happen? (The browser might cache the redirects.)
