Main Page Image Using Sections

I inherited a WP site using Generate Press. I am fairly new to WP.
The issue we are having is with a primary/banner type image for the home page. The size is fixed and will not adjust when the browser window size (Chrome, Firefox, Safari) is changed or a mobile device is used. On most standard computer screens you get from the left side of the screen 1/2 to 3/4 of the main image. The posts and other sections adjust correctly on smaller screens or mobile devices. It is just the image. The person who created the site put the primary image as a background image in a Section. Is that what is causing the issue?
The image is 1174 X 486 and is JPEG.
