Maintenance mode in one language

There is no built-in setting that can help you achieve what you want.

If you have programming skills, you can create your own exclude mechanism by using the wpmm_is_excluded filter.

But I have no idea how you can detect the selected language because I don’t know how WPML is working. You should read their documentation.
