Make Draft default in status?

I have draft and pending as options for posting. But pending is the default selection causing people to set is as pending by accident. (I want users to be able to save a draft and then set it to pending when they want it reviewed.) Is there a way to set draft as the default, or do something different to have user submit for review only when finished?
