Is it possible to make top bar menu elements unresponsive, or be responsive when it reach my given marks ?

sorry, here is picture of my topbar menu (nr1.), when it gets smaller for phones and tablets it changes to small icon menu (nr 2)
I would like to make it just slide as (Nr3)
