Manual Bulk Subscription Activation

Does this plugin support manual activation of bulk pending subscriptions? Example: Members create a subscription account complete with payment info, but no payments are processed until the admin throws the switch, then all subscriptions are processed and autorenewal begins from the payment process date. Ideally, the subscribers could choose to have their subscription to start immediately when they sign up or wait until the admin throws the switch (at some mutually understood condition point). A more advanced version would be a conditional subscription activation that would automatically activate when a specific criterion is met.
