Did you activated the plugin?
After you activate it, there will be a menu item shown in the left side of Admin menu.

The website was built by a third party. There is no plugins menu so I can’t see a way of uploading and activating from the dashboard.
I uploaded the plugin manually using ftp. There are no options under the “Tools” menu.
You should tell them to allow the plugins access.
but you can manually go to the plugins page by accessing the url YOUR_WEBSITE_HERE.com/wp-admin/plugins.php
do let me know what happens after you reach that page,
“Sorry, you are not allowed to access this page.”
Then you have to have an account with administrator role which would allow you to access the full dashboard.
