Sure. Add the PayPal button’s HTML code to the manual payment gateway’s “Payment Instructions” field.
Adjust the title / description of the gateway as you see fit.
I haven’t actually tested this but theoretically it should work.

Unfortunatly Payment instructions are not showing under the Payment Details
