Manual RSS-feed creation?

Hello, all
I have an idea and no clue if this is possible. And if so, what good search phrases would be to find the right tools. Maybe one of you can help here?
I send to my subscribers once a week a link to recommended podcast episodes from other podcasters. Now I have been asked if I can’t offer an RSS-Feed with those recommended episodes. This would be one feed with one article (and downloadable podcast) from a different site every week.
My question now is: Is there a tool that allows me to manually build an RSS-Feed? I would then add each recommended Blog-Article and/or Podcast-Episode to this, so that my subscribers can directly listen to all of my recommendations.
I don’t want to download those Episodes and share them from my website, that looks like stealing so me.
Does this request make sense? Any ideas how to do this?
