Jetpack doesn’t allow you to import subscribers from a third-party service at the moment.
To make it easy for your existing subscribers to subscribe again using Jetpack Subscriptions, I would suggest the following:
1) Create a new Page on your site, named “Subscribe”
2) Insert the following shortcode in the page content:
[jetpack_subscription_form]
3) Send a link to that page to all your subscribers, to allow them to subscribe using Jetpack Subscriptions.

but how about simply adding the emails manually? I only have about 20 subscribers.. I don’t need to “import” from a third party, I can just paste them in, if there’s a way to do it..

You can type them in yourself in your subscription widget, but each person would get an email asking them to confirm their subscription. We won’t allow importing from 3rd party services so as to avoid folks being added to a site’s subscribers without their express approval.
What if a potential new subscriber deleted the confirmation e-mail? It seems like there is no ability to re-invite someone who either lost the message (via spam) or accidentally deleted it.
Is there a timeout where a failed subscriber can get a new confirmation e-mail?
I agree with you, at the moment, short of contacting us directly or going to http://subscribe.wordpress.com, there is no way for a reader to reiniatiate the subscription confirmation email. That’s somehting we’re working on, though, so stay tuned. Thanks for the feedback!
