The bulk menu deactivate action does appear to have a problem in the current version. I’ll get it reviewed and see about posting a fix for the issue.
I did track this down to being that the “deactivate” bulk action does not resolve to any actions in the actual code. In other words, the menu option is there but it doesn’t actually do anything – there is no processing for it.
It seems that this was added (possibly during the 3.2 development) with the intention of adding bulk deactivation as a feature, but it evidently wasn’t completed. But somehow the menu option was put in and left in without the rest of the process being finished up.
I’ll finish the process for it and it will be included in the release, which is going to be 3.2.4.

Both bulk and single user deactivation are now be included in the Users > All Users screen. This will be in the 3.2.4 final release. It has now been loaded to the 3.2.4 development version, which can be downloaded from github:
