Max_Vars Php.ini

Hello,
I need to change the configuration of my php.ini file, but do not know what to change the max_input_vars setting too. We think we will soon have 6K users we want to send emails to. Can you tell me what the settings are appropriate or can we hire you to make these changes?

Warning: The number of users (3548) plus overhead exceeds the PHP max_input_vars setting (1000). You will not be able to send email to more than 990 users in one batch. This can be changed by increasing the value of max_input_vars setting in the PHP.ini configuration file.
