Media file responsive image selection

I update our WP site documentation and posts and often include images that I upload from external sources (html) or from my local drive. Prior to the latest WP version 4.4.1 when you uploaded a jpg to the Media library and then selected to upload it on a page there would always be an option to resize via a drop down menu prior to insertion.(full, medium, thumbnail, catalog, etc) Now the only selection is full size and I have to manually resize the width/ height on the actual document page (in text mode) or prior to upload. Is this a bug that was introduced in WP 4.4.1 or am I missing a simple setting?
