member specific note section

Hello,

I would like to know if there is a way to set up a section where the admin could write a note/message to the currently logged in member only.

let’s say member A logs in and only him can see the content (actually it would be more like a private note rather than a full content page)

Same thing for each member, each one would have a note section where the admin would leave a note/comment and other members cannot see other users note, only theirs. The user doesn’t need to reply to the note.

Been trying to find a plugin for that but no success so far.
