Members page doesn’t work

Hi, I have a problem with viewing users on the Members page: when I’m logged in as administrator I see the list correctly, when I’m not logged in on the site I see the list correctly, but when I log in with any other type of user on the Members page I no longer see the list and I receive the classic error message that says “we can’t find any users who match your search criteria”, how is this possible? I would like the list of users to always be visible to everyone, I checked all the settings, the page has no restrictions, I don’t know what to do anymore.
