Can I set a first year fee and a different renewal fee?
I’m afraid not, for something like this you will need to have two different memberships, one with discount and one with full price.
You can set the full priced one to be a fallback when discounted one ends, you can do that by setting your discounted membership to be finit, like this:

Note that users will need to pay manually if they are switching to different membership like this, after the first payment for full priced membership then recurring payments will be automatic.
Can I also have separate levels, standard and a committee level with extra access?
You can have multiple memberships and each one can have different protection rules that you give them.
Can I use paypal buttons integrated to confirm payment to the system?
I’m not sure that I understand this one completely, could you please elaborate it a bit more?
