Membership Type Plugin

    Can anyone recommend a Plugin that would have certain restrictions such as:
    1. Any visitor to the site can view all the previous commentary.
    2. But to contribute commentary they must FIRST pay a fee.
    3. That fee entitles them to select ONE post to comment or reply on
    just ONCE. They cannot comment on more than one post, and again
    the fee allows them a ONE TIME comment to ONE post. IF they
    want to reply to another post they pay the fee again.
    Are their any Pugins that can configure this setup? Preferably
    free. Thanks.
