If we understood the issue correctly, then you need to go to Appearance > Editor. There you need to select Templates Parts > Header and then you can edit the Navigation block. Here is more information about how the block themes work.

I’m not finding customized page templates to apply dropdown selections on Page Editor or through page lists.
Most likely you just need to add new navigation items there. You can either use the search function and add pages in that way or you can also create custom links where you enter your name and link manually.
We recommend using WordPress 6.2 as there the navigation block has received a lot of improvements.
