In WordPress, you are able to position the menu items according to your requirement.
You should go to Appearance -> Menus to create and setup your menu items, before assigning them to it’s location.

Yes, I know how this is supposed to work. However, I cannot create any menu. I can select the pages I want for my menu, but the “Add to Menu” button is greyed-out, and it’s clearly due to this theme as that’s the only thing I have active.
However, I did click on the “Manage in Customizer” option on the menu page and was able to figure it out, though this wasn’t exactly an obvious choice at first and I couldn’t find an option to do this directly through the theme customizer. Very roundabout way to have to create a menu, though now that it’s there I can edit as expected

I am able to create menu without any problem.

As I said, the theme is the only thing I have active. I had already turned off all plugins in case there was a conflict with one. Maybe it’s a glitch that’s specifically causing problems for me, but I definitely wasn’t able to create a menu any other way. Regardless, I can create a menu now so I’m good to go.
Hi,
You can delete your theme and re-install again.
You can also re-install WordPress.
They may not be installed properly and re-installing can fix weird issues.
