I’ve created my one menu, but it shows all items all the time, whether I’ve set it to expand on click or hover. I’d like to show a specified depth of menu, and a hover expands the menu at that point.

Do you specified the relationship of menu items parent and child?

In Appearance>Menus, the complete structure is shown.

I think that’s because you’re using a custom menu widget in a sidebar. Customizr’s hover/click settings apply to the top menu in the navbar (which you have hidden).

If you want more control of the menu widget, you might want to try a plugin. Search for menu widget in the plugin repository.
