Look under Appeareance > Customizer > Headerbuilder to see if the Primary Menu is configured there. If not, you can do this at the same place.
In header builder, there’s no option to set anything, just a message saying i’m using the transparent header. And in Menus, it’s configured properly.

On the screen where it says “Header Builder” at the top (in english), the menu assignment is missing. Therefore it is not visible at all. Go back to this screen in the Customizer. There you have the Header Builder below the page. Click on one of the “+” and add “Primary Menu”. As a result, the view on the right should look like this: https://imgur.com/BURJone – and it should also be visible on the web.
