Menu list . Adding padding top

Hi there
Can someone help with the issue:

I need all the links in left menu been placed directly in the backgroundimage roll
so I need to move first list item down (or move background out of the border somehow)
Can someone help to find the proper css code because all my attemps are unsuccessful
