True, this is a current limitation.
Workaround:
– first, create the product and translations
– second, change the menu order on the product in shop base language: the menu order will be copied correctly to the translations [as long as the Polylang option, Settings, Languages, Synchronization, Page order is selected]

This functionality is provided by Polylang which successfully copies the menu_order to the new post object, however there is a compatibility issue with wooCommerce meaning this is not carried over to the new product.
