Menu: parent not a link

I’m testing your WordPress theme “WP Bootstrap Starter”: want to get back to basics a bit and build out from there without overloading with an overdone theme. Thanks for putting it out there and keeping it up to date!

Question: working with the primary menu, and if/when a parent is top-level, it stops being a link and goes to anchor (‘#’). I notice on your demo page the same seems to be the case. Is this an intentional coding thing, or is it a bug? Is there a way to make top-level links with child links beneath be live?
