I’d swap in a theme with comments abilities like Twenty Thirteen to make sure WordPress itself works right.
It’s possible that the theme is missing (or never had) the ability to support comments.
It’s also possible there is a plugin causing the comments to not display.
Swapping the theme out will tell you if it might be a plugin or WordPress itself. You’ll want to kill plugins next in the chance it’s a plugin still breaking the comments section.
If they work then quit again when you go back to your original theme then try reinstalling that theme… it’s also possible a bit of custom CSS code has clobbered the comments section.

Thank you, that’s a great place to start. I am fairly new to WordPress and its mechanics, so it would have never occurred to me to approach the problem this way.
I will do exactly as you said and get back to you when I have identify the culprit.

It worked. I disabled a few plugins and enabled them again, then checked and bam, there it was. The comments section hid somewhere in the middle of the page, but I was able to move a few section in order to move it to the very bottom.

Hello,
I like to enable comments for any site when using the Mesmerize theme. I did enable comments using the WP-Admin, but the relevant section does not show on any of my pages.
Any idea what I may be doing wrong?
