mess in confirmation emails

admin is getting notification emails in different way when status of booking is changed to PENDING and in different way WHEN status changed to CONFIRMED.
change from PENDING to CONFIRMED: admin is getting same email as customer is getting, admin’s mail is not even in BCC, so the customer can see the admins mail.
PENDING directly after creation of order: This works in proper way. Admin is getting separae email which starts with text:Dear administrator,
this is an e-mail notification of a new booking at Salon Bianca, please take note of the following booking details.
change from CONFIRMED to PENDING: More shorter text: Reservation [name of salon] has been modified.
But at least, it is email specificaly sent to administrator.
