Meta Description Issue

I am also having an issue with my meta descriptions not showing in page source. I have read through all documentation and still cannot resolve.
I have filled out meta description boxes for each page through free Yoast, deleted plugin, reinstalled, went through wizard set up, cleared cache several times, checked in incognito, checked through inspector and page source. I get this for page source:

I see the description at bottom here, but not showing as a meta description. Can you please help?
