Can you please confirm whether this issue still occurs when you are using the most recent Yoast v11.6? You can learn more about updating here: https://kb.yoast.com/kb/how-can-i-update-my-free-plugin/
Also, can you confirm you are using WordPress 5.2.2? You can check by clicking on the W in the top left and selecting About. If you need to update, please check with your host provider. Please know that if you are using an older version of WordPress Core you may experience unexpected behavior with Yoast. If you update to the most current version of WordPress and Yoast SEO, does this resolve the issue?

I checked for plugins conflict. WP Super Cache was installed last. Other plugins were installed along with Yoast Seo and everything worked before.

Were you able to perform the complete conflict check? We ask as we are not sure from the reply. Did you disable all non-Yoast plugins and switch your site to the 2019 theme? Did the issue still happen when you did this?
Yes. I checked all my plugins. I turned them off one at a time and checked how the Yoast works. I activated the theme 2019. Meta descriptions are not saved anyway
