Does the plugin do any transient caching of the tax rates so that api calls are minimized? Once we have the customers address and make the api call to get the rate for that address, the rate should be cached so that changes to the cart and page refreshes don’t make additional unnecessary api calls.

Yes. SST makes every effort to reuse lookup results when possible rather than send another Lookup request.
An additional lookup will only be sent if pertinent information like the origin address, destination address, or item/shipping costs change, plus when an exemption certificate is applied or removed.
