It’s labelled “Add New” and it does indeed sit under the “Users” menu..
If it’s missing, then i can only guess at causes..
1. You’re not an admin on the blog
2. A plugin is hiding that item from the menu
3. A plugin is adding items to the menu and has over-ridden that item with another
4. Something i havn’t thought of

Thanks for the ideas, Mark, but I think it’s #4, because
1. I am an admin (super admin, actually). This is a site I’m putting together for my company.
2. Deactivating all plugins doesn’t remove the problem.
3. When they’re active, no plugin I’m using is adding a new item to that menu.

Update: I just did a separate, brand new, installation, and as soon as I enabled the multisite functionality, the Add New choice disappeared from the Users menu. Is this what’s supposed to happen?

Update update: I found the checkbox that makes the Add New choice come back. It’s in Super Admin -> Options, in the Registrations Settings section of the page.
Thanks for the info, Paul. I was having the same issue and forgot that I had deselected that in the super admin area.
