Missing Admin Top Bar after duplication | ww.wp.xz.cn

Just tried duplicating two sites from a fresh install. The sites were duplicated, but the new ones do not have the regular admin top bar. It shows the open space for it, but its not there. Any ideas?

Anyone have any ideas. I just did a clean install of everything again and still no admin bar at the top for the cloned site?
