Missing dependencies with Brevo plugin activated

I’m developing in a staging site and encountered a compatibility issue between the “Newsletter, SMTP, Email marketing and Subscribe forms by Brevo” plugin (V3.1.92) and the “Woocommerce Shipping” plugin (V1.3.1). In this screenshot of my installed plugins, you can see that I only have a total of five activated. Ignore the fact that Woo 8.8.0 is currently installed, the Woo version is irrelevant to this issue. If I deactivate only the Brevo plugin, the “Woocommerce Shipping” plugin is correctly listed in the ‘Footer’ section. Is this a known issue? For debugging, I have the Twenty Twenty-Five theme activated with WP 6.7.1.
